La loi dite « No Child Left Behind » (NCLB) de janvier 2002 semble paradoxale : elle instaure des critères nationaux pour évaluer la politique scolaire qui est pourtant, historiquement, une compétence des États fédérés. Après avoir replacé cette loi dans son contexte, l’article en tire un bilan sur la nature de l’engagement « néofédéral » des conservateurs. Il conclut sur la volonté républicaine de constituer les États fédérés en acteurs politiques autonomes en les plaçant face à leurs responsabilités fiscales. The paper deals with the “No Child Left Behind” legislation signed into law by President Bush in January 2002. Its paradoxical status lies in the national standards it creates in a field which is traditionally a part of States’ powers. The paper highlights the peculiarities of the law and then moves on to a broader assessment of the Republican “neofederal” commitment. The conclusion emphasizes the Republican will to turn States into key policy-makers by placing them in a position to face up to their fiscal decisions.
